Interviewed by Francis Wache & Mirabel Azangeh, postnewsline.com

Ask Nkotti François, 51, whether he would like to gun for the post of Mayor of Souza, in the Littoral Province and he tells you: "I would not want to stand again." Nkotti, who has been a musician for more than 33 years, thinks he made an error to have vied for Mayor. In this interview, the artist cum Mayor tells The Post he spends what he makes from music on the Souza Rural Council. Born on February 15, 1953 in Bankum, Souza, Nkotti is married and a father of 10 children. With 26 albums to his credit, Nkotti believes music made him a Mayor. He also explains how he has been running the Souza Council and lots more.

Mr. Mayor, you have just ended a seminar on local government leadership and municipal management. What are you carrying home from this seminar?
I have just lived what I was supposed to have lived six months after I became a Mayor, because all the knowledge I have acquired is going to be useful for my municipality when I get back home. I will be able to work with my collaborators, be they my Deputies, Secretaries, and other council personnel.
You have been at the helm of your municipality for close to two years, what are some of the things you have done, which are useful to your council?
I have instituted communal administration, which has never existed before. There were no archives or any form of reliable administration. I think, with my new skills, I will make them very functional. I have been trying to reach out to the population, and assisting them in getting good roads along which they could freely transport their farm produce. Some roads have been extended, while inaccessible areas have been opened up. The council, under me, has also been giving some sort of funding and support to the disabled residing in Souza, and the schools.
Have you encountered any difficulties so far?
Yes. First of all, there is incomprehension. Most people believe the Mayor has to provide everything for them; all their problems are to be solved by the Mayor. There was also insufficient communication. I think I will apply this new rule once I get back.
Mayors are being accused of never working in solidarity with their co-workers. In concrete terms, what would you do to apply this rule in the daily management of your council?
When I was installed, I was given the attributes of Mayor; he is the judge of opportunity and so forth. When I was given powers, I issued a press communiqué assigning functions to all my assistants and it is now their turn to tell me what precisely they need. If they do not bring up any proposals, what do you expect me to do? I work regularly with my immediate assistant, but I am surprised to hear this. But, if it is all about lack of communication as it was diagnosed at the just-ended seminar, I will try to implement it when I get back. I will intensify communication with every sector I deal with.
What really pushed you to become Mayor?
It is destiny. You know I am an artist by profession. I am a born artist – some three decades in music with 26 albums. Tomorrow, you could also find me playing in a Division 1 football team, and you will be asking me what pushed me into it. In everything, there is destiny. If your friends call you up to come and do a particular thing, while you already have the interest to do it, that is destiny.
What really stirred you to take up the duty of a Mayor?
First of all, there is the will to be useful to my people.
How do you manage both your musical career and Mayorship?
Being a Mayor does not stop me from being an artist. I am an artist, and will remain one till death. Proof of this is the fact that I am currently working on another album. I still organise musical concerts. It is not a month since I was guest star at the cabaret in town. I am still being invited everywhere. So, I do not think my administrative position as Mayor will stop me from doing what I have always loved doing. On May 20, I staged a concert in Yaounde with my contemporaries like Sam Fan Thomas, Salle John, Romeo Dika, and we constantly get together in meetings to elaborate our ages in music. You know, everything occupies its own space in my life. When you have many more things to do, you have to draw up a programme. For the Club Nkotti that brings together artists, producers, culture promoters, concert organisers, I have two working days; that is Tuesdays and Thursdays. For the council, I reserve Mondays, Wednesdays and Fridays. During the weekend, I go to church, attend to other invitations or take sufficient rest. I, however, will attend to any emergency at the council, if it falls on a day reserved for my music or vice versa.
You have been silent for sometime. Why?
Not at all, it would seem you do not really follow up my musical activities. I have an event, which I organise in Douala every year, called FOMARIC. It is usually in February. It is probably because I do not go about doing publicity that people think the council takes all my time. I cannot abandon my career. It is the artist that has made Nkotti the Mayor.
When is your next album due?
I think I should be releasing one by February 2005, latest. I am already working on it. I would produce CDs, whose publicity would be done on both TV and the radio. The only thing that discourages me now is the high rate of piracy.
Could you assess the musical scene in Cameroon today?
We are living it as any other thing in our country. Things are changing. We now have the widespread concepts of globalisation and the communication highway (here we talk of the Internet). But there are still artists that prefer to preserve the traditional rhythm, which is the Cameroonian rhythm. Younger people have imported foreign cultures, believing it would sell more. This is globalisation. But, I must stress here that we Cameroonians have genres of music we must keep. Some of these include Makossa, Bikutsi, Mangambeu, Bendskin. We also have a good and enlarged folklore from where we can tap more talents to make our music sell back home, and abroad without being pirated. Talking about our rhythms; it must be remarked that they have been revolutionised to give something else. Take for instance, what most youths are into; Rap. It is a modernised version of Essewe, which is a purely Sawa traditional tune. The beatings; pam pa pa pam are the same. One cannot say Cameroonian music is not evolving, despite a few constraints. In all sectors, you must find good and bad grains.
You certainly have affection for some particular genres. What is your genre of music?
I have touched almost everything. I sing Makossa, Slows, and every other tune. Take for instance, the song “Na Malaye, oh, oh.” It is a Makossa tune. The tune – Bele Bele is a Slow.
You constantly sing in the vernacular. What are these languages, and what are some of the messages in your songs?
My language is Abo. I sing in Abo and in Douala, which is the language of the Sawas. Most people like singing in Douala these days. I sing mostly on themes like daily life, and all that can happen to an individual in a day. Take for instance – death, the canoes of death today, insecurity, injustice, accidents, marital life… I do this so as to reach all frontiers.
When did you start music?
I can’t even remember. As young as eight, I was already a good singer, back in my days in the village. I, however, only became a professional in 1971 when I left the village. In 1972, I created an orchestra, which made me very popular. Till date, I do all this, making it 33 years of a musical career, with 26 albums.
You have been in music for 33 years, and today you are Mayor, which of these two careers is more capable of providing you with breakfast each day?
You cannot differentiate between the two. Mayorship is politics. It is Mayorship that has profited from my musical career. What I find more profitable is the music I am doing. There is no money in the council, and so I have to use the proceeds of my music for the council. I spend for the council. Both of them, however, have a great role to play, as I use the council for my personal promotion in music and vice versa.
I use the council and its other resources (not money) to organise my concerts, cultural and trade fairs...
Would you one day encourage youngsters to do music?

It is their choice. If they want to be artist, all I can do is give them advice. I encourage them to first of all, obtain a good academic profile. We are doing it today without that academic profile; that is why we are suffering. We cannot have a good status.
When you talk about status, in Cameroon, it is regulated by the CMC. Could you assess it role today?
I cannot really say much now because I am not inside. All the same, I know it is a body that caters for disorder created by artists themselves. Normally, a structure like CMC has to oblige every artist to belong and adhere to it. Registered or not, you are supposed to adhere to it.
Do you still find time to meet some of your friends with whom you started music?
I do so regularly. There is Toto Guillaume, my childhood friend with whom I communicate every now and then by phone, since he is in France. For Emile Kange, we call each other regularly. He is in the US. Eve Lobe is here in Douala. Once in a while, I go to visit him at his residence. He recently fell ill, and I went there. Albert Ebule is of the younger generation but we introduced him into music. He is with me everyday. We organise trade fairs every time. Jean Muele is in Deido, and I see him often since he resides beside the Nkotti Club. Moni Bile is another, whom I invite every time I organise a concert to come and participate.

Do you at times feel nostalgic?
Nostalgia comes often, especially when I recall the good old days. I ask myself why time could not be reversed so that I meet all those people who shaped the events of the time.
Would you want to stand as Mayor again?
If I had not been made one, I would never have loved to be one. It is a big error I committed in my life to become Mayor with all what I am encountering now, I would not want to stand again.

Tell us your secret, you look so bulky and heavy, but once on stage, you are very active.

If you master your job properly, you will always be a professional, no matter what disrupts you. My weight is no problem. I master what I am doing, and that is why I can jump from one end of the stage to the other, without the weight being a drawback.
Any last word to fans?
I would like to ask them to sustain me as they have always done. We are together. They are free to invite me to attend and participate in their concerts

==========================================
